Hi.
I've found all this hacking info recently, but is overwhelming. I need you to point me in the right direction.
I just want to port some legends from past games to 2011 PSP, with their moveset, titantron and loading screen if possible, but I read the tools are for 2010. Which game you recommend for doing this? also, is there some tutorial with all the steps?
Is possible to do it without touching the ISO? just like if it were a DLC, external loading.

2. 2010 since then you can use svredit which is easier.

Well, one final question. It's possible to hack 2007?, I would like to import the modern Hogan model from 2006 as an attire for 2007 80's Hogan.

You can hack any game, but you must learn how. I'm pretty sure you do not know enough to start hacking 2007 since nobody is doing it and therefor exist no tutorials. Go read some 2010/11 tutorials and you might be able to learn.

you can only replace wrestlers because adding a wrestler also needs more hex editing and codebreaker codes
