you need to find all the belt textures(approximately 12 for each), modify them and replace all via hex editing

i doubt...
it requires a lot of work and research trough MANY files,
so the best option for you is reasearch and search for tutorials(especialy in hex editing section)

that's the way you should go dude.
the entire game have 3,38gb so it's pretty hard to we figure out all the things that are in the game and how to change them.
so you should have this kind of decisions often.
and i think that this should be much like changing cena cap in entrances
