Extracting CHETC.pac

Ive been trying to figure out how to edit some names in SvR 2011, and im pretty sure I understand what to do. My issue is I cant seem to find the pac plugins for expert tools to extract the chetc.pac file. I searched every where but have had no luck. So if anybody can help me out it with this issue, it will be greatly appreciated!
