You may use quickbms tool.
Here are the steps (assuming that you already extracted the .bpe files from a certain pac file using the X-PacKer)
1. Open the quickbms tool
2. Select a plugin/bms script which is yuke.bms
3. Select and open the .bpe file that you want to uncompress.
4. Select the output folder on where you want to save the extracted file.
5. Close your eyes
6. Think of any happy thoughts
7. Open your eyes
8. Save it.
9. Smile.
