Ok so i gave up from cheating with codebreaker but today i tried to put a savegame file with everything ulocked. i downloaded it From GamesFAQs (.cbs file) and then did evrything what is needed with ps2 save builder, then transported it to my memory card using UlaunchELF. But, it said No SVR11 save game found. then i went to clasic ps2 browser and on my mem card there IS SVR11 save game file. i am so pissed off, looks like someones trolling me.
please answer what should i do?

Even though I use PSP mainly for these games and not PS2, I would advise you to see if the save file is corresponding to the corect region of your game... There are many occasions where GamesFAQs save files are not the same region as your game even if it is listed so

TheUndertaker is right: check if the game is PAL or NTSC and check your region. Then try to download in max file, is better and if you have to change from PAL to NTSC or viceversa use ps2 save builder.

BASLUS-21939SVR11
Unfortunately I don't remember PAL name
