first its not unrrnpe.exe its unrrbpe.exe
second using cmd

Install it on your computer. Preferably put in your profile folder.

Do a search for cmd.exe and open it.

It should read 'c:\Users\[username]>'

unrrbpe should be in that same folder. Put any 09.bpe file in there too.

Type unrrbpe 09.bpe 09.bpe

Hit enter and it should work.

Yes. It is.

Unrrbpe uncompresses .bpe files. That is what the tool is for. No X-Packer will allow you to access the texture files.
