What arenas have crowd backgrounds that look like chairs?
I saw it in a screen shot. Is it in 2011?
I'd like to try it on one of my arena mods.

It is elimination chamber arena for the elimination chamber match.

actually every arena is half-empty if you play tag team matches or six-men matches

Some do not have chairs to give the illusion of an all capacity crowd standing on their feet.
