someone can help me with that give some tutorial with no using hex workshop?

Are you trying to say how to hack the second selection pics or you want to hack the normal !selection pics !

If you don't want to use hex just use Nike the bikes Svreditv24 !

Just make your render with the size 128 x 256 and then make it a gim file !

Then rename that gim to pac and then extract the plist***.arc , bg.pac and Menu.pac and now you will have 4 files with you

your edited render ( Pac )
Plistpsp.arc
bg.pac and
Menu.pac

now just copy them and place it in the svredit_v24 folder and PSP or PS2 folder , now open CMD

and type this :

cd c:\svredit_v24\ import_selection_pic C:\svredit_v24\name.pac id ( 0100 ,rocks id ) A PSP

and press enter , then again type

cd c:\svredit_v24\ import_selection_pic C:\svredit_v24\name.pac id ( 0100 ,rocks id ) B PSP

thats all !
