i think that it is done like this but it might be with mistakes:
well, in evtobj.pac using hex you search for 2081. In psp the four bites after 2081 are A5 01 51 00. This is XX and YY. A5 01 is 01A5. (01A5+8)*800 = D6800. D6800 is the cape offset. go to D6800. search for the "pac twice". you will be at DC000. Copy the data from D6800 to DC000. Create new file and paste data. Using X-PacKer modify your cape and save it. In the end of evtobj.pac you should add zeros so the offseet is right and can be divided by 800, for example, ABC800, then open your cape .pac in hex. calculate size by the formula N = [size] * 1024/100+1 (in non-hex calculator), make it four bites like 0154, then replace two to make your YY like [01][54] is [54][01]. Calculate your XX (in hex calculator): (ABC800)/800-8=XX, it will be like 1571, make XX: [15][71] is [71][15]. Next step is you go to the beginning of the evtobj.pac and search for 2081. change the 4 bites after 2081 with your XX YY. save file. open plistpsp.arc, search for 2081 and replace the four butex into your XX YY. save file. you are done.
That is how it worked for me.
Hope i don't need tell you that image pac is converted with Puyo tools and saved in indexed colours, than gim converter. This is similar to replacing of loading screens
